The Atlanta City Council voted 8–7 on Monday, October 19, to move forward with the proposed $68 million sale of theto Fulton County.
Fulton County has been dealing with overcrowding in its jail system and already uses space at Atlanta’s detention center. The proposed sale would allow the County to take ownership of the facility while potentially reducing costs for the City.
If finalized, proceeds from the sale could support housing, eviction relief, violence prevention and other programs that serve Atlanta residents.
What This Could Mean for Residents
Proceeds from the proposed sale could support:
- Housing and eviction relief to help families stay in their homes.
- Community violence intervention and youth violence reduction programs to help address violence in neighborhoods.
- Pre-arrest diversion to connect eligible individuals with services and support instead of jail.
- Raises for City employees who provide services to Atlanta residents.
Atlanta’s Center for Diversion Services offers an example of how alternatives to jail are already being used. Since opening in 2025, the Center has recorded 4,000 diversions across participating law enforcement agencies, with the Atlanta Police Department accounting for 71%. Additional investment in pre-arrest diversion could support similar work.
City of Atlanta Chief Communications Officer Allison Fouché said of the proposed sale:
“This vote gives Atlanta an opportunity to save taxpayers money, help relieve overcrowding in Fulton County’s jail system and turn the value of a City asset into investments that strengthen communities over the long term. We appreciate the members of Council who supported moving this process forward and allowing negotiations to continue. The proceeds can support housing, pre-arrest diversion, eviction relief, community violence intervention, youth violence reduction programs and raises for City employees. We look forward to completing this work and putting those resources to use in ways that make Atlanta safer, healthier and stronger.”
What’s Next?
The sale is not final. The Council vote allows negotiations between the City of Atlanta and Fulton County to continue.
The next steps will determine whether an agreement is completed and how any proceeds may be used.
