Skyline Apartments Opens, Bringing 250 Affordable Homes to Peoplestown

Atlanta celebrates the grand opening of its tallest 100% affordable housing development, an 11-story milestone of equitable growth

A Skyline for All
Peoplestown reached a major milestone this week with the grand opening of Skyline Apartments, Atlanta’s tallest 100% affordable housing development. Rising 11 stories at 1090 Hank Aaron Drive, the $94 million project adds 250 affordable homes and 6,000 square feet of retail space directly connected to the BeltLine and MARTA—setting a new benchmark for equitable, transit-oriented living.

On Tuesday, October 14, Mayor Andre Dickens joined residents, developers, and community leaders to celebrate the ribbon-cutting. “Skyline is proof that Atlanta’s future is bright, and it belongs to all of us,” Mayor Dickens said. “When families have access to safe, stable housing, children can focus on school, parents can plan for their futures, and neighborhoods like Peoplestown can prosper.”

A Model of Public-Private Partnership
Skyline Apartments was made possible through a collaboration between Exact Capital Group, Goldman Sachs, Invest Atlanta, MARTA, the Atlanta BeltLine, Atlanta Housing, the Georgia Department of Community Affairs, and community-focused partners such as LISC, Walker & Dunlop, and Stonehenge.

Silence the Shame's mission is to empower and educate communities on mental health and wellness.

Despite pandemic-era challenges, rising interest rates, and shifting financial markets, partners stayed committed. A combination of public and private funding—including more than $40 million in tax-exempt bonds from Invest Atlanta—helped keep the project on track.

“This was a group project—the kind of partnership that shows how we move Atlanta forward, together,” Mayor Dickens said.

Housing Near Transit and Opportunity
Skyline stands steps away from MARTA’s new Summerhill Bus Rapid Transit corridor and the BeltLine Southside Trail, ensuring residents have easy access to jobs, schools, and amenities across the city.

The project also embodies the Mayor’s Neighborhood Reinvestment Initiative, designed to bring strategic investment to historically underserved neighborhoods. “Skyline shows exactly what this initiative is meant to do—connect residents to opportunity through intentional investment,” Dickens said.

Since taking office, the Mayor has set a goal to create or preserve 20,000 affordable homes by 2030. To date, the City has completed or funded more than 12,300 units, keeping Atlanta on pace to meet that target.

Building a More Equitable Future
The Skyline celebration came amid encouraging citywide progress. Compared to 2022, Atlanta has seen a 44% decline in homicides and a record-high 90.5% Atlanta Public Schools graduation rate—signs of stronger, safer neighborhoods.

For Peoplestown residents, Skyline represents more than housing—it’s a statement of inclusion, resilience, and hope.

“This is about people who never stopped believing in what could be built here,” Mayor Dickens said. “Today, we celebrate what we built. Tomorrow, we build even more.”
