New Affordable Homes Break Ground on Hollywood Road

A $24.1 million investment will bring 50 new homes to Atlanta’s Westside, with affordability at the center.

Shovels hit the ground Tuesday on Hollywood Road, marking the start of The Kennedy at Riverside, a new mixed-income housing development designed to help more Atlanta families put down roots close to work, schools, and daily necessities.

The project will deliver 50 new residential units, with 90% reserved for households earning 60% or below the area median income (AMI) and 10% offered at market rate, creating a balanced community that keeps affordability front and center while supporting long-term neighborhood stability.

Why this matters for residents

Housing costs continue to outpace wages for many Atlanta families, forcing tough tradeoffs between rent, food, childcare, and transportation. Developments like The Kennedy at Riverside are part of a broader effort to increase access to safe, stable housing in neighborhoods where families are feeling the pressure most.

During the ceremony, Mayor Andre Dickens underscored the role housing plays in daily life and opportunity. “Housing is foundational,” the Mayor said. “When families have a safe, stable place to live, it affects everything—from how kids show up at school to how parents show up at work and how seniors are able to age in place.”

By the numbers

  • $24.1 million total investment
  • 50 new homes coming to Hollywood Road
  • 90% affordable at or below 60% AMI
  • 3 live/work units designed to support small businesses and entrepreneurs

A coordinated approach to affordability

The Kennedy at Riverside reflects a citywide strategy that pairs public tools with private and nonprofit partnerships to deliver long-term affordability. The project is led by Radiant Development Partners, in collaboration with EQ Housing Advisors, the Georgia Department of Community Affairs, Community Development Trust, and U.S. Bank, among others.

Through Invest Atlanta, the City committed $2.5 million from the Perry Bolton Tax Allocation District, while the Atlanta Urban Development Corporation helped secure a tax exemption to keep rents affordable over time. Together, these tools help ensure the homes built today remain accessible for future residents.

Part of a larger housing goal

The Hollywood Road groundbreaking is one step toward the Mayor’s commitment to build or preserve 20,000 affordable homes by 2030. Similar partnerships have already delivered housing across the city, from Donald Lee Hollowell Parkway to Southwest Atlanta, with more projects on the way in South Downtown and beyond.

“These are not one-off developments,” Mayor Dickens said. “They’re part of a coordinated approach where policy, financing, and community partnerships all move in the same direction—opening doors and creating opportunity across Atlanta.”

What’s next

Construction at The Kennedy at Riverside will move forward in the months ahead, with future updates shared as the project progresses.
