Atlanta homeowners are seeing long-term relief thanks to the City’s Anti-Displacement Tax Relief Fund Program, a partnership between the City of Atlanta and Invest Atlanta designed to help long-time, income-qualified residents stay in their homes amid rising property values.
Mayor Andre Dickens joined Invest Atlanta President and CEO Dr. Eloisa Klementich, Invest Atlanta Partnership Board Chair Ken Ashley, and program participants for a media event at the home of one of the program’s beneficiaries on October 6, 2025, highlighting the program’s early success and the difference it is already making for families and seniors.
Development Without Displacement
From the start of his administration, Mayor Dickens has emphasized that “Atlanta’s growth must happen with its people, not at their expense.” That vision—development without displacement—is the foundation of the Anti-Displacement Tax Relief Fund.
Launched last fall with $10 million from the Centennial Yards Housing Trust Fund, the program covers property tax increases above a homeowner’s base level for up to 20 years. This means that legacy residents who meet income and residency requirements can remain in their homes without the fear of being priced out by rising taxes.
How the Program Works
The Anti-Displacement Tax Relief Fund is open to homeowners who:
- Live in their homes as their primary residence
- Meet low- to moderate-income requirements
- Are current on property taxes
Those who qualify have their property tax increases fully covered for the duration of the program period.
Applications opened in May 2025, and Invest Atlanta reports that the program has already provided tangible support to families across the city, particularly seniors who have lived in their neighborhoods for decades.
Part of a Larger Vision
The fund is one of several initiatives advancing Mayor Dickens’ goal of creating a City of Opportunity for All. Alongside the Anti-Displacement program, the administration is driving progress through home rehabilitation assistance, down payment support, and major affordable housing investments citywide.
Mayor Dickens also serves as Chair of the Invest Atlanta Board, which continues to align public and private partners behind efforts to promote housing stability, upward mobility, and neighborhood reinvestment.
