Atlanta is welcoming new leadership at the Department of Public Works (DPW). Mayor Andre Dickens has appointed Cyril Turner as Commissioner and Eugene McKinnie as Deputy Commissioner, two seasoned leaders who will help guide the department that touches residents’ lives every day.
DPW crews are the ones behind the weekly collection of trash and recycling, maintaining more than 5,800 city vehicles, and leading community cleanups through programs like Operation Clean Sweep and the Keep Atlanta Beautiful Commission. With Turner and McKinnie at the helm, the department will continue to support the Mayor’s Crime and Grime initiatives—tackling illegal dumping, addressing blight, and organizing neighbors to keep Atlanta safe and clean.
Mayor Dickens said these appointments reflect his Administration’s focus on improving core services:

Meet Commissioner Cyril Turner

Turner is a Morehouse and Georgia Tech graduate who built a career leading large teams in the private sector. At Delta Air Lines, he oversaw operations across regional carriers, grew Delta Private Jets into a national leader, and led Delta Global Services. Before Delta, he held senior leadership roles with Coca-Cola Enterprises here in Atlanta. He also earned his MBA from the Wharton School at the University of Pennsylvania.
Meet Deputy Commissioner Eugene McKinnie
McKinnie comes to Atlanta from Nashville, where he served as Assistant Director of the Department of Waste Services. He also led solid waste and recycling operations in Denton, Texas. McKinnie is known for his results-driven and people-centered approach, and he brings a wealth of experience managing public works, fleet services, and community programs.
Looking Ahead
The City extends thanks to Kentori Garmon, who served as Interim Commissioner of DPW and will now become Deputy Chief Information Officer in AIM.
Turner and McKinnie will officially begin their new roles on August 14, 2025, reporting to Chief Operating Officer LaChandra Burks.
